SIOUX FALLS, S.D. (MITCHELLNOW) The Sioux Falls City Council has banned makeshift dwellings in public places like city parks. The ordinance passed Tuesday night includes provisions to give fair warning to the occupants that their dwelling will be removed, and to aid them in transition. Councilor Rich Merkouris publicly asked the Mayor to ensure that the ordinance isn’t used as a quick fix tool to deal with the problem of homelessness.
